Munich: 1,500 apartments in Trudering after citizens’ requests on the test – Munich

How should the city preserve green spaces on the one hand and create space for as many new apartments as possible on the other? This politically sensitive issue has been on the agenda since the city council decided in early March not to build on green spaces any more. Now he has to derive concrete decisions for individual construction projects from this.

On Wednesday, the planning committee dealt with six projects that were actually decided but had to be reviewed because of the new target. Result: For five projects, things will continue as before, only the key data for the Heltauer Strasse residential area in Trudering will be examined again before the start of the architectural competition.

To understand: The citizens’ initiative “Preserve green spaces”, which the city council has accepted with a green-black majority, demands that the approximately 1,200 public green spaces in the city should not be nibbled on for construction projects. Things get tricky because areas that are designated as general green spaces in the land use plan should also be taboo. Sometimes, however, they are only green on paper and not always publicly usable, they can also be fallow land, fields, even asphalted areas.

That was “somewhat unfortunate,” admitted Dirk Höpner (Munich-List), whose parliamentary group ÖDP/Munich-List had pushed the citizens’ initiative. “But behind it is the desire of the population for more green.” But “extra effort in a few places” is quite justified, argued Anna Hanusch (Greens). “Overall consideration” is the magic word, said Heike Kainz (CSU). As long as you don’t lose sight of the goal of housing construction, you can “do an extra lap in some places”.

“In my little world,” said Christian Müller (SPD), “the apartments don’t fall from the sky.” Urban planning must take “all aspects of the city” into account, and the planning department does this anyway. It’s not about “hanging around on formal green spaces, but really working on the development of green spaces”. Jörg Hoffmann (FDP) seconded: “If we had simply continued the process, we would have been half a year further and the apartments would have been ready more quickly.”

The parties agreed to continue the Stephensonplatz project. There, the Rosenhof Group from Ahrensburg is planning a retirement home with 300 apartments including a nursing station with 55 beds. In addition, the city wants to beautify the square north of the Perlach S-Bahn station and renovate the station building. However, the architectural competition that had already started was put on hold because about 1.2 of the 2.3 hectares of the planning area are general green space. The long-awaited redesign of Stephensonplatz in the district largely affects a gravel area and a parking lot, said Thomas Kauer (CSU), chairman of the Ramersdorf-Perlach district committee, recently.

The planning for the fifth and last construction phase of Messestadt Riem with 2500 apartments is also being continued. A third of the 24.5 hectares of the planning area, i.e. 8.2 hectares, is designated as green space in the land use plan. A small part of it belongs to the Riemer Park, the rest is used for agriculture. Brigitte Wolf (left) criticized that according to the current planning, only 6.1 hectares of green space remained.

The development plan procedure “Living on the Park Mile Neuaubing” will also be continued, with which the publicly usable green areas north of Bodenseestraße are to be significantly enlarged. The project envisages 500 affordable apartments and a youth center west of Mainaustrasse. The development plan has to be checked because plots of land on Bodenseestraße, on which around 180 apartments are planned, are designated as general green spaces. However, a used car dealer and a trailer shop are currently based there.

The city also wants to continue building on a general green space on Friedrichshafener Strasse, which it owns. 70 affordable apartments and a retirement and service center are to be built near the Westkreuz train station. The meadow is almost 0.9 hectares in size, of which almost 0.2 hectares will remain when the buildings are in place.

And the plan to build a depot for the tram or for trams and buses in Fröttmaning is also being pursued. The search for a suitable site was difficult, the property on Maria-Goeppert-Mayer-Strasse, where the Showpalast is today, was the only one that finally remained. 2.1 of the 5.4 hectares of largely sealed area are general green areas in the land use plan.

The only one of the six projects whose key data will be checked again is the residential area on Heltauer Strasse. There, in the east of the city, 1,500 apartments are currently planned, including a park mile and the exposure of the enclosing moat. Of the 16.4 hectares in the planning area, 11.2, i.e. almost three quarters, are designated as general green space. They are currently fields and farmland, and there are also two commercial establishments.

At the request of the Greens, the committee is examining whether the green strip along the railway line to Rosenheim can be widened compared to the current plan and whether the development can be made more compact and higher. However, it is becoming apparent here that the balancing act between the green space decision and the housing construction goals will be particularly difficult for the city council.
