From a purely legal point of view, Markus Söder is not that powerful. As Prime Minister, he leads the state government, directs its business and determines the guidelines of politics. But the ministers run their departments “independently and under one’s own responsibility towards the state parliament”. So it is in the constitution of the Free State, first main part, section four.
