Ismaning – Transparent Administration – District of Munich

The parliamentary groups in the vast majority of municipal and city councils in the district and elsewhere are well aware of the problem: it can take a long time for a motion submitted by a party or group to be put on the agenda of a meeting, discussed and discussed in the committee – Sometimes there are several weeks, if not months, between the receipt at the town hall and the decision on the application before a decision on the request follows.

The Ismaning Greens now want to address the issue in their municipality and therefore applied at the latest meeting of the municipal council to introduce so-called application and decision controlling. Specifically, the administration is asked to present a list at the first municipal council meeting of each quarter, from which both the council motions received since March 2020, the status of processing and the expected date for a treatment and decision in the plenary can be read. In the opinion of the Greens, local politicians should also be given the opportunity to discuss the status of the motions and, if necessary, to set new priorities under a separate agenda item under the heading “Application and Decision Controlling” in the non-public part of the meeting. In addition, it is requested that the administration also be given the opportunity behind closed doors to be able to comment on the reasons why one or the other thing is not proceeding as quickly as desired on request from the committee.

Green councilor Christina Risinger justifies the wish of her party with the fact that there have been “extremely long processing times” in the past for applications from the individual parliamentary groups and also for the implementation of the resulting resolutions. Often the members of the municipal council are not even aware of the phase in which one or the other application is at all. According to their own statements, the Greens hope for a higher quality of the work in the committee and an improvement in the cooperation between the administration and the municipal council.
