Should Russia’s president actually shy away from a war against Ukraine, that would be an enormous relief. But the damage has already been done – not just for Ukraine, for all of Europe.

When Russian President Vladimir Putin summons his foreign minister to the Kremlin to hold a meeting on state television, it is a staging for the world and his own power apparatus. The appearance on the eve of Chancellor Olaf Scholz’s trip to Moscow signaled that Putin is giving room for further negotiations with the United States. This fuels hopes that, in the face of combined Western diplomatic efforts, he has not decided, at least for now, to launch an all-out war against Ukraine.
