Peter Burghardt and Fabian Fellman, Washington

She chose not to vote, and the 52-year-old New Yorker received the group’s blessing by acclamation, a nice sign given the historical significance of this act: For the first time, an African American has taken over the office at the head of a congressional group, 246 years after the Declaration of Independence, 159 years after the end of slavery and 152 years after the introduction of voting rights for African Americans.
