Faced with the “rebound” of Covid-19, the minister defended the “very targeted but necessary measures” of this first text of the legislature: the continuation of the collection of health data on tests and vaccination, and a possible pass border health. The government “joins the timetable” voted by the deputies in committee for these two measures, authorized until the end of January 2023, rather than the end of March as planned in the original version, he indicated.

“The virus will continue to circulate in waves”

This text ratifies the end of the main restrictions from July 31, acknowledging “the extinction of the legal regime of the state of health emergency” and of the “health and vaccination pass in the daily life of the French”, underlined François Braun. But “the French must find the right reflexes, (because) the virus will continue to circulate in waves”.

“We cannot lower our guard” when “we have just passed the 150,000 death mark”, added this emergency doctor, a little intimidated for his first intervention. “The incidence rate now reaches 1,342 cases per 100,000 inhabitants, which represents an increase of 22.8% over the last seven days. We have recorded an average of 130,000 cases per day over the last 7 days”. The figures for hospitalization in critical care -1,041 patients on July 8-, half of which in intensive care are “however well below the peak of 3,500 patients in intensive care reached last January”.

The minister was also booed by elected RNs when he indicated that the reintegration of unvaccinated caregivers “cannot be on the agenda”, given the epidemic situation. “Objective elements” will be presented on this question at the end of October under the aegis of the health authorities. LFI for its part filed a motion of preliminary rejection to challenge “the maintenance of an emergency law which does not say its name”, according to the insubordinate Raquel Garrido.

The chairman of the Law Commission, Sacha Houlié (LREM), for his part took up the iron against the “populists” who “communicated hand in hand against vaccines” in committee. “No, vaccines do not prevent contamination but, 1,000 times yes, vaccines prevent contracting serious forms, (…) vaccines save lives! “, he insisted.
