Does Heilbronn have too many kebab shops, barbershops and nail salons? Yes, says the CDU, and is calling for an upper limit in the local council. A report is now giving them some support.

An upper limit for kebab shops and nail salons as well as barber and vending machine shops in Heilbronn would be legally feasible – this is the result of a legal opinion from the auditing company PwC. The opinion was commissioned by the Heilbronn City Initiative, an association of business people. The Heilbronn CDU faction is demanding a corresponding upper limit.

“Our report shows that there are numerous legal means to specifically control the commercial and catering structure in the city center,” said Thomas Kessler of PwC, according to a statement when presenting the report. Municipalities such as Heilbronn could take concrete steps through urban development concepts and specifications for parts of the city.

The CDU faction in the city of 125,000 inhabitants north of Stuttgart had called for an upper limit for kebab shops, nail salons and barbershops during the local election campaign in the spring. “We want to have as diverse a city center as possible, with a wide range of offerings,” explained CDU city councilor Christoph Troßbach. Too many of the same shops would have a negative magnet effect. Existing shops would not be affected by the upper limit.

According to a city spokeswoman, the municipal council will consider a corresponding proposal from the CDU in October.
