After a long dispute, the Federal Council approved changes to the catalog of fines. Cyclists and pedestrians should be better protected, speeders and parking offenders have to dig deeper into their pockets.

The Federal Council has approved higher fines for traffic offenders such as speeders. Parking violations, for example, will cost more money in the future. The aim is to increase road safety. Cyclists and pedestrians should be better protected. The changes to the catalog of fines go back to an agreement between the federal and state governments in April. Federal Transport Minister Andreas Scheuer (CSU) now has to sign the ordinance. According to the ordinance, the changes will come into force three weeks after the announcement – this is expected in autumn.

Fines 2021: These new penalties apply to speeders and illegal parking

  • Parking in general stopping or parking is prohibited According to the catalog, it will cost up to 55 euros in the future instead of the previous 15 euros
  • who in urban areas between 16 to 20 km / h too fast drives and flashes will soon pay 70 euros instead of 35. The fines will also be adjusted for higher speed violations: Anyone who races through the city at 91 km / h instead of the permitted 50 km / h will have to pay a fine of 400 instead of the previous 200 euros
  • Unauthorized parking in a parking lot for the disabled costs 55 instead of the previous 35 euros
  • Parking in a fire brigade driveway or the obstruction of rescue vehicles results in a fine of 100 euros
  • For the first time is also unauthorized parking in electric car parking lots punished: Anyone who parks there or in separate parking spaces for car sharing vehicles must expect a fine of 55 euros
  • Who doesn’t Rescue alley forms or even uses one himself to get around faster with the car, must expect a fine of between 200 and 320 euros as well as a month’s driving ban
  • Truck drivers are only allowed to drive at walking pace when turning right in town. Anyone who violates this will be asked to pay 70 euros
  • Parking on sidewalks, bike paths and hard shoulders will cost up to 100 euros in the future instead of 25 euros
  • Auto poser have to reckon with higher fines: Anyone who causes unnecessary noise and avoidable exhaust gas pollution or drives uselessly back and forth must now pay up to 100 euros instead of the previous 20 euros

Mixed reactions to the new catalog of fines

The chairman of the conference of transport ministers, Maike Schaefer, considers the new regulations and fines to be a clear signal to motorists. When working out the fines, there were also sensible compromises. The Greens originally wanted stricter rules for driving license revocation, but jumped over their shadow on this point. In return, Transport Minister Scheuer had shown willingness to compromise on the increase in fines.

The General German Bicycle Club (ADFC) sees the amendment, however, only as a “triple step”. The StVO “still privileges the car and prevents municipalities from quickly redesigning the roads to make them bike-friendly.” However, the ADFC also sees the planned fines for stopping on protective lanes, for stopping and parking on cycle lanes as well as not keeping to the walking speed of trucks turning right as positive.
