The mood is exuberant in the anteroom of the large lecture hall. Dozens of soldiers from the German Navy cavort in front of the Audimax, laughing and discussing. On this day at the end of January, the inspector of the armed forces at sea is a guest at the University of the Federal Armed Forces in Munich – that is, with a view of the Alpine panorama in rather foreign climes. Three floors up, in an unadorned meeting room in Block 33, the vibe is less boisterous. There Carlo Masala is sitting in civilian clothes on a chair that at best dates from the 1970s.
