In mid-October there is a party on the roof terrace of a luxury hotel in Cologne. It’s one of the last mild evenings, a jazz singer is singing, men in suits and jogging pants are chatting at high tables, the atmosphere is full of expectation, the city glitters below them. A row of plant pots separates the small party crowd from the rest of the visitors. They can’t understand what’s being said at the standing tables, but they can smell something: marijuana.
