Too little money, too confusing, too complicated bureaucracy: daycare providers are calling for a reform of the daycare law, especially with regard to financing.
When the Bavarian Child Education and Care Act (BayKiBiG) was introduced 20 years ago, daycare providers, educators and parents’ associations were optimistic. This was because the personnel cost subsidy was changed to child-related funding. This new funding was intended to ensure that every child received the support they needed. An approach that was intended to contribute to a higher quality of care and ensure educational equity.
