APL, Pensions, gas prices, flu vaccination… What changes on October 1, 2024

No more Paris 2024 Olympics but a new government in place… What if October 1st was the real start of the school year? Between the increase in APL and the benchmark price of gas, there are many changes to come. 20 Minutes takes stock:

APL revalued by 3.26%

This is undoubtedly one of the most anticipated announcements for tenants receiving Personal Housing Assistance (APL). From October 1, 2024, the APL will follow the evolution of the rent reference index (IRL) to increase by 3.26%. An increase which concerns 6.6 million households in France who will not have to take any action since the revaluation is automatic.

For example, a beneficiary who was entitled to 150 euros of APL will receive 154.89 euros in October.

Revaluation of retirement pensions

Still an increase, this time for 850,000 retirees who will see their pension increase on average by 50.94 euros per month. An increase applied from the September pension paid on October 9.

This measure results from the 2023 pension reform from which 600,000 retirees already benefited last year. The 850,000 “new” people will benefit from a catch-up of the adjustments not paid during the past year.

This increase concerns the small pensions of retirees who have had a full career.

Increase in the benchmark price of gas

This should be less fun for those involved. In October, the benchmark gas sales price will increase by 5.36%. This “benchmark gas sales price” appeared with the removal of the regulated gas sales price which left suppliers free to set their prices.

This benchmark price, published each month by the Energy Regulatory Commission, is only intended to help the consumer make a choice.

Real estate: Increase in the rate of wear and tear

To facilitate access to real estate credit and cope with the recent rapid increase in interest rates, the Banque de France announced that the usury rate, the legal maximum rate for loans, will increase.

A request made by brokers due to numerous files from households wishing to obtain a loan, which have been refused in recent months.

Train ticket sales open for Christmas

Christmas is coming quickly, as evidenced by the dedicated sections that are starting to pop up in stores. So to complete the preparation for the end-of-year holidays (yes, it’s getting earlier and earlier), the SNCF will open ticket sales for Christmas on October 2, 2024 at midnight.

TGV Inoui, Ouigo, Intercités… It will then be possible to take your tickets for the period from December 20 to January 6, 2025. The opportunity to use the holiday vouchers that remain after the summer since these will not be no longer accepted from January 2025.

Phone number theft is over

From October 1, it will no longer be possible to falsify a telephone number to pretend to be a URSSAF agent, a bank advisor or any other company. In fact, telephone operators will deploy a call origin authentication system intended to prevent the spoofing of telephone numbers which is the origin of many scams.

End of the high school and college scholarship application campaign

For the 2024-2025 school year, scholarships awarded to middle and high school students are awarded automatically to beneficiary households who have consented to the automatic study of their rights.

For households who have not yet joined the system, it is still possible to do so according to the usual methods until October 17.

Enough to obtain between 114 euros and 495 euros for a middle school student and between 474 euros and 1,008 euros for a high school student.

Start of the vaccination campaign against the flu… and against Covid-19

It’s a very important chestnut tree. Every year, the month of October marks the start of the vaccination campaign against the flu and against Covid-19. This year, it will begin on October 15 in mainland France, Guadeloupe, Martinique and Guyana.

It primarily concerns all people aged 65 and over; people, aged 6 months or over, with comorbidities having a higher risk of a serious form of the disease (complicated arterial hypertension, chronic heart diseases, cancers, etc.); immunocompromised people; pregnant women; residents in accommodation establishments for dependent elderly people (Ehpad) and long-term care units (USLD).

For Parisians: Increase in the price of SUV parking

In Paris, the referendum of February 4 led to an increase in the price of parking for SUVs. Also, from October 1, 2024, the hourly parking rate for an SUV, the user of a thermal or plug-in hybrid vehicle reaches 18 euros between the 1st and 11th arrondissements and 12 euros in the rest of Paris.
