“They are fed up! We would like this time, a lasting green light to be given from May 15, everywhere in France ”, declared this Friday Jean-Luc Heimburger, president of the CCI Alsace about the reopening of the terraces. A statement made during a press conference organized by the city of Strasbourg and to which representatives of associations of traders, hoteliers, the mayor of Strasbourg Jeanne Barseghian or her deputies, came to announce “the good news “: The setting up of a” terraces commission “to help cafetiers and restaurants to open their terrace in the best conditions, to be ready on D-Day, when the government gives its agreement.

A Terraces Commission

“Any manager of an establishment that already has an authorization may make an exceptional request to extend its holdings, up to 100% of its ordinary size,” explained Jeanne Barseghian. The objective is not to have more customers than usual, or more terraces (Strasbourg already has 600 including around 350 in the city center) but to allow distance and respect for barrier gestures. The request must be made by the managers on the city site until May 9.

“The challenge is to have a system that is clear, the rules of which are well laid down, for everyone. But also which makes it possible to avoid certain excesses that we could have known, perhaps, last year, recognizes the mayor. It is quite legitimate that there is a resumption of activity, an extension of terraces given the economic context, but it is just as legitimate that we pay attention to a peaceful and balanced use of public space. “

The city promises that this commission will be representative: it will be composed of a college of elected officials, representatives of the profession, residents, an association of people with disabilities and personalities qualified for security issues. like the fire department or the prefecture.

This innovation should make it possible, according to Pierre Ozenne, the deputy in charge of roads and public spaces, to “find a point of balance in the use of public roads” and to react in the event of difficulties. the system put in place indeed contains a second component, that of control. “Crews of city officials will ensure proper compliance with this special decree and reiterate the rules. “With a” graduation in the sanctions, warns Pierre Ozenne, being able to go from the warning to the withdrawal of the exceptional authorization, always in connection with the commission. “

Regarding establishments that do not yet have terraces, solutions are under study promises the town hall and proposed solutions, in relation of course with the commission. And to avoid, in certain unsuitable sectors, “wild” gatherings for lack of sufficient seats to consume, tables could be arranged by the city, after decision of the commission. In certain meeting areas, or even streets with anti-intrusion bollards, exceptional pedestrianization, on certain time slots and particular days, such as weekends, will probably be experienced. It remains to be seen if the weather will be there.
